remove the switches that pop out; defrost, hazards etc, there will be screws behind two of those switches about 2" in. you must remove the plastic around the radio and shifter, remove the radio to access 2 screws holding the a/c-heater assy. then 2 screws at the top of the instrument cluster. after all screws are out, the plastic cover will pop out, just held in by clips. just give it a quick tug and it should pop out. put the tilt wheel all the way down. when the cover is out of the way, you can easily see the screws holding the cluster. you will have to disconnect the speedo cable. i find it easiest to disconnect the cable at the transmission first, then you can pull the cluster far enough to disconnect the cable from the unit. good luck, im sure im forgetting some things but that should help. if the plastic feels like it is secured solidly at one part, dont yank too hard, there is probably a hidden screw there.
