97 honda accord Ecu or Main relay?

So i just got done installing a motor into my 97 honda accord lx 2.2 liter non vtec. The motor i put in there is from another lx 2.2 liter non vtec but it was a 96. My old motor hydrolocked because my cold air intake sucked in lots of water on a very rainy day and went through a very big puddle of water i didn't see. My issue now is that im not being able to start it. Im getting spark and everything but im not hearing the fuel pump, and when i turn the key to the accessorie position everything is dead, than i turn it to the on position and i get all the lights on the cluster but i didnt hear the fuel pump. So i bought a test light and checked my fuel pump fuse and it was good, checked the connector to the fuel pump in the trunk and i am getting juice but this connector connects to another cable that splits into two one going to the floater and another going to the actual fuel pump inside the tank, now i tested if i get juice to the connector to the floater and i am. but i am not getting juice at the connector going to the actual fuel pump itself inside the tank. I checked my main relay and tested it according to the haynes repair manual and it came out good. Another thing i noticed is when checking all my fuses inlcuding the ignition switch fuse 50 A, only one fuse does not get power that fuse is the starter signal fuse 7.5A? At this point i am thinking something is up with the ecu or the main relay. I did find a small grounding wire that i have no clue where it came from, i guess when i was grounded somewhere in the motor and i had to take it off to remove the motor but the other end broke so i don't know what it was grounding. im thinking that grounded the ecu may be because i found it on the driver side by the firewall and the ecu is on the drivers side above the pedals. I am going to put a new main relay anyways hopefully that does it but i really do not think that's the problem. I really think it is something with the ecu.97 honda accord Ecu or Main relay?
I don't think you have a main relay issue. You need to start with a proper diagnosis. If it ran before it should run now. Do you actually have fuel pressure? If you tested it with a gage and said no there is no fuel pressure okay. If you say you can't hear the pump therefore that is the problem that is not a valid test.

Once you do a good diagnosis go from there. The 7.5 amp fuse should only have power on it only when cranking the ignition switch over. Sometimes it even helps a pro to step back and start at square one. Electrical diagnosis is very complex and I would begin by throwing away the Haynes repair manual and purchase a one year subscription to All data on autozone.com. The " Main Relay" is a common issue with Honda's it's also refereed to as the fuel injection relay its usually under the dash on the drivers side and you can get it at the dealer for a good price or after market. This sounds like a main relay issue.
